General policy for grading
- The grading system must reflect consistency between the true level and degree of mastery of competencies by students in each subject area.
- The grading system must enable the teaching-learning process to be assessed by students, parents, teachers, and administrators.
- The grading system must use transmutation of scores and ratings into percentage grades for both numeric and descriptive ratings.
- Perfect scores must be converted to 100%, and zero scores must be converted to 0%.
Transmutation, passing grade, and reporting rules
- Test scores and other numeric or descriptive ratings must be converted into percentage grades without applying a base percentage.
- The passing grade must be 75% and must be a faithful reflection of student achievement of the competencies for the subject area.
- Periodical tests must have a uniform weight of between 25% to 40% in all subject areas.
- The remaining weight must be distributed among the other components rated in each subject area.
- Any grade lower than 65% must be reflected as 65% on the individual report card.
- The actual grade lower than 65% must be retained in the class record and must be used for aggregating group performance at all times and for all purposes.
Score transmutation table prohibition
- Teachers must not follow any “transmutation table” that uses 70% as the baseline published in commercially distributed class records.
- Teachers must immediately stop using the 70% baseline transmutation table because it is not officially sanctioned by the Department of Education.
Assessment instruments and competency focus
- All assessment instruments must be structured to assess achievement related to the competencies.
- Assessment instruments must motivate learners to learn the competencies not mastered.
Educators Congress discussion requirement
- The rating system must be discussed during the Educators Congress in Baguio City on October 7-9, 2003.
Repealing and amendment clause
- All previous Orders and other issuances, and the provisions thereof, that are inconsistent with this Order are revoked or amended accordingly.
