Transmutation of Scores and Ratings
- Test scores and other ratings are converted directly to percentage grades.
- A perfect score equals 100%; a zero score equals 0%.
- The use of transmutation tables that set 70% as the baseline is expressly disapproved.
- Teachers must discontinue use of the unsanctioned 70% baseline transmutation tables, as these are not officially recognized by DepEd.
Passing Grade
- The passing grade is set at 75%.
- This passing grade should accurately reflect a student’s achievement of competencies in the subject area.
Weight of Periodical Tests
- Periodical tests must uniformly contribute between 25% to 40% of the final grade across all subjects.
- Remaining percentage weights are allocated to other components relevant to each subject.
Lowest Grade on the Report Card
- Report cards shall not reflect any grade lower than 65%.
- Despite this, the actual lower grade is retained in the official class record for purposes such as group performance aggregation.
Assessment Instruments
- All assessment tools must be designed to evaluate achievement in relation to competencies.
- The design should also encourage learners to improve on competencies they have not yet mastered.
Discussion and Review
- The rating system outlined is subject to discussion during the Educators Congress held in Baguio City from October 7-9, 2003.
Repealing Clause
- All previous orders and issuances inconsistent with this grading system order are revoked or amended accordingly.
Effectivity
- The provisions of this order take effect immediately upon issuance on August 25, 2003.
