A

Purpose

Emission Standards for In-Use Vehicles

  • Vehicles must pass emission tests to renew registration with the Department of Transportation and Communications (DOTC) / Land Transportation Office (LTO)
  • Testing done at Motor Vehicle Inspection Stations (MVIS) or accredited centers in compliance with R.A. 7349 (Consumer Act of the Philippines)
  • Tests conducted within 60 days prior to registration renewal

For Spark Ignition Engines (Except Motorcycles):

  • Registered on or before December 31, 2002:
    • CO limit: 4.5% by volume at idle
    • HC limit: 800 ppm as hexane
  • Registered on or after January 1, 2003:
    • CO limit: 3.5% by volume at idle
    • HC limit: 600 ppm as hexane or as per manufacturer specification

For Compression Ignition Engines:

  • Emission standard specified as Light Absorption Coefficient of 2.5 m-1
  • Applies to both naturally aspirated and turbocharged engines
  • Testing method is free acceleration test

Test Procedures

  • Procedures for emission measurement for both spark and compression ignition engines detailed in Annexes B and C of DAO 2000-81

Effectivity

  • The Administrative Order takes effect fifteen (15) days after its publication
  • Publication required in the Official Gazette or a newspaper of national circulation
