Training and Experience Requirements
- Accredited seed producers must have undergone training in seed technology.
- They must possess skills and experience in the fundamental principles and practices of producing the specific crop involved.
Seed Production Area Requirements
- Seeds must be produced in suitable areas inspected and certified by the seed inspector.
- Suitability is based on sustained irrigation year-round, access to post-harvest equipment and storage facilities, and appropriate agro-climatic conditions for the crop.
- The minimum effective area for seed production must be at least one hectare for rice, corn, and field legumes.
Application and Documentation Procedures
- Applications for seed certification must specify the seed class, variety, area to be planted, and farm location.
- Applications must be filed with the Seed Certifying Agency at least two months prior to planting.
Inspection and Sampling Protocols
- Accredited producers must allow field inspections by the Seed Inspector or authorized representatives at all stages: before planting, throughout growth, harvesting, threshing, processing, and storage.
- They must permit seed sampling for laboratory analysis and quality testing.
Accreditation Process and Authorities
- The Regional Director endorses accreditation after the Seed Inspector validates compliance, with concurrence from the regional NSQCS Chiefs.
- The Certificate of Accreditation, approved by the Director of the Bureau of Plant Industry, is issued to the applicant, with copies furnished to the Regional Director and Seed Quality Control Services.
Validity and Renewal of Accreditation
- The Certificate of Accreditation is valid for three years.
- Renewal requires validation of the accredited producer's performance per Section 1.2, Rule 29, Chapter VII of the General Implementing Guidelines of the National Seed Quality Control Services.
- Accredited growers must undergo periodic technical updates on seed production at any Department of Agriculture station.
Implementation and Coordination
- Implementation is coordinated by the DA Regional Field Units through Regional Seed Coordinators, Chiefs of Seed Quality Control Services, and Seed Inspectors.
- Non-compliance with the criteria may lead to denial of accreditation or cancellation of an existing Certificate.
- This Order supersedes Administrative Order No. 2 Series of 1994 and takes effect immediately upon issuance.
