Operational Provisions and Procedures

  • All international travelers and crew must accurately and legibly complete the Customs Declaration Form.
  • One declaration suffices per family traveling together, completed by a responsible family member.
  • Forms are distributed onboard prior to arrival or disembarkation.
  • Customs Examiner requires the completed form and passport before baggage examination or clearance.
  • No declaration cases: cleared upon verification and form signed by examiner with details such as Code No., Lane No., Date.
  • Cleared forms returned to traveler for Gate Keeper inspection and baggage release.
  • Gate Keeper compiles forms for records.
  • Cases with derogatory information, suspicious marks by X-ray, or doubtful declarations trigger thorough examination, assessment, or possible seizure/confiscation per applicable laws.
  • Declared articles undergo examination with details recorded on the form by Customs Examiner and supervisor, with duties and taxes computed.
  • Upon payment, the form with receipt is returned for baggage release.

Currency Declaration and Controls

  • Philippine currency exceeding Php 10,000.00 requires BSP authorization; excess amounts withheld without it.
  • Foreign currency or bearable monetary instruments exceeding US$10,000 require filling Foreign Currency Declaration Form at designated counter.

Handling Prohibited and Regulated Articles

  • Immediate confiscation of prohibited items such as narcotics, firearms, obscenities, mislabeled or adulterated goods, gambling paraphernalia, used clothes.
  • Inventory and Held Baggage Receipt issued; articles secured in designated Bureau of Customs section.
  • Incident reports filed within 24 hours leading to possible seizure warrants.
  • Similar procedure for regulated items brought without required permits, including live animals, plants, medicines, transceivers, and intellectual property violating goods.

Authority and Enforcement

  • Commissioner empowered to issue rules and guidelines to implement this order effectively.
  • Any conflicting prior issuances are modified or repealed.

Effectivity

  • The order takes effect 15 days after publication in two newspapers of general circulation.
