Creation and Role of Deputy Presidential Executive Assistant
- A Deputy Presidential Executive Assistant position is established.
- Duties include assisting the Presidential Executive Assistant in managing and supervising the Office of the President.
Coordination Over the System of Presidential Assistants
- The Presidential Executive Assistant provides overall coordination of the Presidential Assistants system, as established under Presidential Decree No. 831.
- Exercises administrative supervision over all Presidential Assistants including the Chief of the Finance Office.
Powers and Functions of the Presidential Executive Assistant
- Direct supervision and control over various Office of the President units and their internal administration.
- Authority to designate Presidential Assistants to assist in fulfilling his functions.
- Exclusive authority to sign papers by the President’s authority or similar signing arrangements.
- Supervises preparation and finalization of proclamations, executive orders, decrees, and letters of instructions.
- Attests Presidential Decrees and similar issuances along with the Deputy Presidential Executive Assistant.
- Assigns matters to appropriate Presidential Assistants or units and prescribes related authority and authorized signatories.
- Promulgates necessary rules and regulations for achieving objectives and policies of the Office.
- Performs other functions as directed by the President.
Powers and Functions of the Presidential Assistants
- Execute assignments explicitly mandated by the President.
- Provide the President with information and analyses relevant to their areas and urgent matters.
- Assist the Presidential Executive Assistant for efficient and effective operation of the Office.
- Coordinate closely with other Presidential Assistants, Advisers, and government agency heads.
- Utilize resources within the Common Support System of the Office for technical staff assistance.
- Perform other functions as directed by the President.
Revocation of Conflicting Signing Authorities
- All prior authorizations to sign documents with substantive or legal impact that conflict with this Order are revoked.
- Revoked authorities include those granted by or in the name of the President inconsistent with this Executive Order.
- Includes the authority to attest Presidential decrees and similar issuances if inconsistent.
Repeal and Modification of Conflicting Laws and Orders
- All laws, decrees, charters, executive orders, letters of instructions, administrative orders, proclamations, rules, and regulations or parts thereof which conflict with this Executive Order are repealed or modified accordingly.
