Scope of AVSECOM Operations
- AVSECOM's role is strictly limited to security functions.

Deployment and Presence of AVSECOM Personnel
- AVSECOM is directed to withdraw from the Manila International Airport (MIA) Terminal Building.
- Despite withdrawal, it must maintain Reaction units in alert stations ready to respond swiftly to emergencies.
- The unnecessary display of firearms and the exposure of uniformed personnel to the public should be minimized.
- Exception is allowed for technicians operating security devices monitoring passengers and cargo.
Restrictions on Other Personnel in Arrival and Departure Areas
- Law enforcement, intelligence, customs, immigration, and quarantine personnel are prohibited from being in arrival and departure areas unless actively performing their official duties.
Coordination and Implementation
- The directives are issued in coordination with multiple key government offices including the Ministry of National Defense, Finance, Justice, AFP Chief of Staff, and NISA Director General.
- This framework supports the implementation of the earlier Letter of Instructions No. 399.

- The instructions were promulgated by the President of the Philippines, Ferdinand E. Marcos, on November 22, 1979, in Manila.
- The document serves as a directive to define and limit the roles and responsibilities of airport security and related personnel to enhance aviation security without compromising the operational integrity of the airports.
