Clearance requirement before HOA registration
- HLURB Board Resolution No. R-845, S. 2009 requires clearance from the Social Housing Finance Corporation (SHFC) for projects under the Community Mortgage Program (CMP).
- HLURB Board Resolution No. R-845, S. 2009 requires clearance from the National Housing Authority (NHA) for projects covered by its housing program.
- The clearance requirement applies prior to registration of the homeowners association with HLURB.
- HLURB requires that homeowners associations located in areas covered by NHA’s housing program or SHFC’s CMP coordinate with the concerned agency before registration.
Coverage for CMP and NHA housing projects
- Clearance from SHFC is required where the homeowners association relates to a project under CMP.

- The clearance requirement is tied to the association’s location in areas covered by either agency’s program (for NHA coverage) or under CMP (for SHFC coverage).
Implementation rule (registration condition)
- HLURB conditions homeowners association registration on prior submission or obtaining of the required clearance from SHFC (CMP) or NHA (NHA housing program).
- HLURB Board Resolution No. R-845, S. 2009 is implemented through the requirement that HLURB registration proceeds only after the appropriate shelter-agency clearance is obtained.
