HLURB Administrative Order No. 02, S. 1996 amends the 1995 Revised Schedule of Fees to lower charges for economic and socialized housing projects while rectifying inconsistencies in the fee structure for various residential and commercial developments.

Zoning and Locational Clearance Fees

  • Fees are categorized by type of structure and project cost.

    • Final processing: P550 per hectare for densities of 66+ families.
    • Certificate of Registration and License to Sell: fees per saleable lot and additional fees per house/building area.
  • Condominium Projects:
    • Final approval charged per sq.m. of total land area.
    • Inspections and licensing fees also computed per sq.m. of saleable area.

Projects under BP 220

  • Condominium fees include:
    • Preliminary processing: P200.
    • Final approval: P1 per sq.m. of total land area plus P1 per sq.m. of saleable floor area.
    • Inspection, alteration, building permit fees charged per sq.m.
    • Certificates (registration, completion, occupancy) charged per sq.m. saleable area.

Industrial Subdivision Approval

  • Inspection fees:
    • P500 per hectare outside cities.
    • P1,000 per hectare within Metro Manila or highly urbanized/independent cities.

Approval of Farmlots

  • Final approval fee set at P500 per hectare.

Fees for Additional Transactions and Certifications

  • Application/request fees range from P50 to P350 depending on the transaction:
    • Advertisement approval: P200.
    • Cancellation/reduction of performance bond, lifting suspension, extensions, etc.: P350 each.
    • Exemption from cease and desist order: P50.
  • Other certifications set at P75:
    • Zoning certification, certification of town plan, new rights/sales, locational viability, etc.
    • Copies of documents charged per page (P20 for first 5 pages, P2 each additional page).

Legal Fees and University of the Philippines Law Center (UPLC) Legal Research Fee

  • Legal research fee is 10% of every charged fee but capped at P10.
