Zamboanga Govt. Center Land Reservation

Section 83 of Commonwealth Act No. 141, as amended, is the legal basis for the President’s action.
The Proclamation is implemented through a withdrawal from sale or settlement and a reservation for government center purposes.
The reservation is made subject to private rights, if any there be.

The reserved parcel is designated for government center purposes of the City of Zamboanga.
The land reservation covers the specific parcel known as Pettit Barracks, situated in the City of Zamboanga.
The Proclamation covers the parcel as described by reference to the whiteprint plan of the Military Reservation, Pettit Barracks.
The parcel has an approximate area of 524,981 square meters, more or less.

The Proclamation excludes the area subject to the leasehold rights under Miscellaneous Lease Application No. V-552 and Foreshore Lease Application No. V-778 of Antonio M. Bayot.
The Proclamation excludes portions earmarked for the sites of the Department of Agriculture and Natural Resources.
The Proclamation excludes portions earmarked for the sites of the Philippine Constabulary.
The Proclamation excludes portions earmarked for the sites of the National Library.
The Proclamation excludes portions earmarked for the sites of the Philippine Anti-Tuberculosis Society.
The Proclamation excludes portions earmarked for the sites of the Philippine National Red Cross.
The exclusions are identified as shown and indicated in the revised plan of the Pettit Barracks.

The parcel is bounded on the North by property of the City of Zamboanga and swamp land.
The parcel is bounded on the East by swamp land and river.
The parcel is bounded on the Southeast by the sea.
The parcel is bounded on the Southwest by Basilan Strait.
The parcel is bounded on the Northwest by property of the City of Zamboanga.
The parcel description begins at a point marked 1 on the whiteprint plan and proceeds through the metes and bounds stated in the Proclamation, ending at the point of beginning.
The metes and bounds include courses such as S. 66A 44a2 E., 150.68 meters from point 1 to point 27, and N. 27A 15a2 E., 92.65 meters returning to the point of beginning.

The Proclamation withdraws from sale or settlement the described Pettit Barracks parcel.
The Proclamation reserves the withdrawn land for government center purposes for the City of Zamboanga.
The reservation operates subject to private rights, if any there be.
