Description and Boundaries of Reserved Parcels
- Barangay Timugan Parcel (~42.97 hectares): Bounded by Barangay Timugan (north and east), Makiling Forest Reserve (south), and Barangay Bambang (west).
- Barangay Bambang Parcel (~103.37 hectares): Bounded by Laguna de Bay (north), Barangay Timugan (east), Makiling Forest Reserve (south), and Barangay Lalakay (west).
- Barangay Lalakay Parcel (~41.96 hectares): Bounded by Barangay Bambang (north), Makiling Forest Reserve (south), and Barangay Bagong Kalsada, Calamba City (west).
Disposition of Reserved Land
- The reserved lands are opened for disposition specifically for housing, following the provisions of Republic Act No. 274 and the Public Land Act.
- Any suitable unoccupied portions within the reserved areas shall be disposed of in favor of qualified beneficiaries.
- Beneficiaries are identified by a Local Inter-Agency Committee (LIAC) chaired by the Housing and Urban Development Coordinating Council (HUDCC).
- Lands currently used or earmarked for public or quasi-public purposes are excluded from disposition.
Establishment and Composition of LIAC
- A Local Inter-Agency Committee (LIAC) is constituted to oversee the implementation of this proclamation.
- LIAC is chaired by HUDCC, with the Local Government Unit (LGU) of Los Baños as Vice-Chairman.
- Other members include the Department of Environment and Natural Resources (DENR), the Presidential Commission on Urban Poor (PCUP), and representatives of relevant homeowners associations.
- LIAC shall draft the Implementing Rules and Regulations (IRR) for this proclamation to effectuate its provisions.
Legal Effect and Formalities
- The proclamation is executed by the President of the Philippines, with the affixing of the presidential seal.
- It formalizes the reservation and disposition framework for the specified lands.
- Implementation shall strictly adhere to the governing laws of public land disposition and housing beneficiary selection as mandated by RA No. 274 and CA No. 141, as amended.
