Land Reservation for New Bilibid Prison Site

The President issues Proclamation No. 1158 upon the recommendation of the Secretary of Environment and Natural Resources.
The President acts “by virtue of the powers vested in me by law.”
The reservation is made to designate the land as sites for the New Bilibid Prison and a DENR-Calabarzon field office site, with technical descriptions attached.

Proclamation No. 1158 reserves land as the new site of the New Bilibid Prison under the Department of Justice.
Proclamation No. 1158 reserves another portion as the field office site of the DENR-Calabarzon.
The reserved land includes designated areas for DENR institutional and operational purposes for the Province of Rizal and the Calabarzon Region.

Proclamation No. 1158 reserves a parcel located in Barangay Cuyambay, Municipality of Tanay, Province of Rizal, Island of Luzon.
The reservation covers an area of Two Hundred Seventy (270) hectares as the New Bilibid Prison site under the Department of Justice.
The reservation also includes Thirty (30) hectares as the field office site of the DENR-Calabarzon.
The proclamation states that the reserved portions are subject to private rights if any there be and to future subdivision survey.
The proclaimed reservation uses the complete technical descriptions of the parcel as follows: Lot 10, Psu-103291-Amd.; O.C.T. No. 3556; Republic of the Philippines; A PARCEL OF LAND (Lot 10, plan Psu-103291-Amd., L.R. Case No. 1328, L.R.C. Record No. 52645).

The parcel is described as “A PARCEL OF LAND (Lot 10, plan Psu-103291-Amd., L.R. Case No. 1328, L.R.C. Record No. 52645)” situated in the Barrio of Cuyambay, Municipality of Tanay, Province of Rizal, Island of Luzon.
The parcel is bounded on the NE. by property of Lupo Dumandan and Lots 9 and 8; on the SE. by Public Land; on the SW. and W. by the Mariquina Watershed; and on the NW. by Property of Lupo Dumandan.
The proclamation provides the metes-and-bounds starting point “point marked ‘1’” and lists successive bearings and distances leading to the point of beginning.
The parcel is said to contain an area of THREE MILLION (3,000,000) SQ. M., more or less, with all points indicated on the plan and marked on the ground.
The bearings are stated to be true, with the date of original survey, April 15–May 6, 1937, and the amendment survey, February 1–15, 1959.

Thirty (30) hectares is allocated as the site of the Provincial Environment and Natural Resources Office (PENRO).
Thirty (30) hectares is allocated as the site of the Community Environment and Natural Resources Office (CENRO).
Thirty (30) hectares is allocated as the site of a Forest Tree Nursery Site of the Department of Environment and Natural Resources, Province of Rizal, Calabarzon Region.
