Objectives of the Radio Facility Requirement
- Modernize taxi service operations within Metro Manila.
- Enhance customer service quality.
- Promote public safety by integrating communication facilities.
- Protect the interests and welfare of taxi owners, drivers, and passengers.
- Deter criminal activities involving taxi units.
Centralized Taxi Radio Dispatching and Control Center
- All installed mobile two-way radio facilities must be connected to a centralized taxi dispatching center.
- The Land Transportation Franchising and Regulatory Board (LTFRB) will facilitate the establishment and arrangement of this centralized dispatch center.
- This center will serve as the main radio dispatching and control hub for all operating taxi units within Metro Manila.
Compliance and Penalties
- Failure to equip taxi units with the required mobile two-way radio facilities and to link these to the centralized dispatch center will result in the suspension of the taxi franchise.
- The suspension will remain in effect until the operator strictly complies with the provisions set forth in the Memorandum Circular.
Effect on Previous Issuances
- Any prior issuances or parts thereof that are inconsistent with this Memorandum Circular are hereby modified or superseded to conform with the new directives outlined herein.
Effectivity and Publication Requirements
- This Memorandum Circular takes effect fifteen (15) days after its publication in the Official Gazette, or in a newspaper of general circulation, or upon filing three (3) copies with the University of the Philippines Law Center.
- The publication and filing are in accordance with Memorandum Circular No. 11 dated October 9, 1992, which governs the effectivity of such circulars.
