Legal basis and regulatory power
- Philracom is authorized to register horses and horse owners and to regulate matters connected with racing under Section 9(c) of Presidential Decree No. 420.
- Philracom institutionalized submission of Vaccination and Coggins Test Certificate/Clearance as part of horse registration requirements.
- The Regulations and Licensing Division (RLD) is the division that proposed the registration rules later approved by this resolution.
Purpose of the registration requirement
- The resolution establishes rules to ensure compliance in the registration of horses through submission of Vaccination and Coggins Test Certificate/Clearance.
- The resolution standardizes how certificates are accepted for different classes of horses and registration timing.
Core horse registration rule
- All horses must submit a Vaccination and Coggins Test Certificate/Clearance for registration.
- Horses that are runners may be registered in advance by Philracom.
- For runners, the Vaccination and Coggins Test Certificate issued in the last quarter of the said year may be honored for registration for the following year.
- For novato horses that were registered and underwent Vaccination and Coggins Testing/Clearance in the last quarter of the year, the horse must submit anew a Vaccination and Coggins Testing/Clearance for registration for the following year.
Implementation and compliance guidance
- Copies of the resolution must be furnished to horseowners, trainers, associations, and all other persons and entities concerned for their guidance and compliance.
- The registration rules apply through Philracom’s Regulations and Licensing Division (RLD) framework for registration processing and acceptance of certificates.
Transitory timing based on quarter
- The last quarter of the year is the certificate period that controls whether certificates may be honored for registration for the following year.
- For runners, certificates issued in the last quarter may be used for the following year’s registration.
- For novato horses, certificates for the last quarter do not carry over automatically; a new Vaccination and Coggins Testing/Clearance is required for the following year’s registration.
