- Importation is only permitted when there is a certification from the Board of Investments (BOI).

- This requirement applies irrespective of the mode of payment, including:
- Letters of credit
- Documents against acceptance
- Open account arrangements
- Any other payment methods

- The directive is addressed to the Minister of the Ministry of Industry, the Chairman of the Board of Investments, the Governor of the Central Bank of the Philippines, and the Commissioner of the Bureau of Customs.
- These authorities are tasked with the enforcement and implementation of these import restrictions.

- The directive is issued pursuant to Section 6, subparagraphs (i) and (j) of Republic Act No. 5186.
- It is effective immediately upon issuance on February 26, 1981.
