On-Site Workforce Requirements by Alert Level
- Government agencies and instrumentalities are required to remain fully operational.
- Alert Level 5: Skeleton workforce on-site; the rest under alternative work arrangements; exceptions for critical services.
- Alert Level 4: At least 40% workforce on-site.
- Alert Level 3: At least 60% workforce on-site.
- Alert Level 2: At least 80% workforce on-site.
- Alternative work arrangements and work-from-home options are allowed where appropriate.
Authority to Adjust On-Site Workforce Levels
- Heads of agencies, including GOCCs, have discretion to increase on-site workforce beyond minimum requirements.
- Department secretaries may mandate increased on-site workforce within agencies under their supervision if service delivery is compromised.
- Agencies providing critical services (health, emergency, laboratory, border control) must have larger on-site workforce as necessary.
- All workforce requirements must observe social distancing and minimum health standards.
Compliance with Health Protocols and Temporary Closure Procedures
- MC No. 86 (s. 2021) provisions regarding health protocols in the workplace remain in effect.
- Conditions for temporary closure of government offices for health safety continue to be observed under the Alert Level System.
Encouragement for Legislative, Judicial, and Local Government Adoption
- Legislative and judicial branches, independent constitutional bodies, and local government units are strongly urged to adopt these guidelines.
Immediate Effectivity
- The memorandum circular takes effect immediately upon issuance.
