Role of HLURB and Taskforce Recommendations
- HLURB is tasked to conduct a study to develop a monitoring system to track the private sector’s contribution to the housing program.
- The Taskforce recommends that HLURB require developers to submit reports on the actual number of units sold.
- To ensure accountability, sanctions are proposed for developers who fail to submit these reports.
Reporting Requirements for Developers
- Developers of subdivision and condominium projects with an existing License to Sell must submit:
- An inventory of housing units actually constructed during the period 2005-2007.
- A quarterly report on the number of housing units actually constructed moving forward.
Conditions for Issuance of Registration and Licenses
- Submission of the required reports is a mandatory condition for the issuance of the Certificate of Registration and License to Sell.
Enforcement and Penalties
- Non-compliance with the reporting requirements constitutes grounds for the suspension of the License to Sell.
Signatories and Adoption
- The resolution was formally adopted on April 16, 2008.
- It is signed and attested by key officials including the Vice-President and HUDCC Chairman, HLURB Commissioners, DOJ and DILG Undersecretaries, and DPWH Commissioner.
