Procedural Guidelines and Compliance Standards
- The verification process must strictly follow the guidelines set forth in Memorandum Circular No. 87-038 dated November 6, 1987.
- This ensures uniformity and compliance with previously established verification standards.
Changes in Function of the Public Assistance and Complaints Center (PACC)
- The PACC will cease processing any motor vehicle record verifications.
- PACC’s role is limited to handling public queries or complaints concerning their transactions with the Land Transportation Office (LTO).
- It will also receive and forward complaints, suggestions, and reports from the public to the appropriate divisions or services in the Central Office via text or phone.
Reassignment and Operational Adjustments
- The workstation previously used for verification tasks will be transferred to the Chief of the Diliman District Office.
- The Chief of the Diliman District Office will assign personnel to manage verification transactions.
- The PACC will be placed under the Administrative Division.
- The Chief of the Administrative Division will assign personnel to staff the PACC.
- Personnel currently assigned at the PACC will revert to their original plantilla positions.
Supersession and Implementation
- This memorandum supersedes prior memoranda dated December 9 and 14, 2009, and Office Order No. VPT-2010-165 dated August 24, 2010.
- Strict compliance and adherence to the provisions of this memorandum are mandated.
Administrative Authority
- The memorandum is issued by Virginia P. Torres, Assistant Secretary, indicating formal and authoritative guidance from the Department of Transportation and Communications or the LTO leadership.
