Repeal of franchise for Jai-Alai operation

Executive Order No. 169 repeals Presidential Decree No. 810, entitled as an act granting the Philippine Jai-Alai and Amusement Corporation a franchise to operate, construct and maintain a fronton for Basque Pelota and similar games of skill in the Greater Manila area, as amended.
Executive Order No. 169 expressly revokes and cancels the right, privilege, and authority granted under Presidential Decree No. 810, as amended.
Presidential Decree No. 810 had been amended by Presidential Decree No. 1124 and further affected by Presidential Decree No. 1966.
Executive Order No. 169 is issued on the premise that franchise grants may be amended, altered, or repealed when the common good so requires.

Executive Order No. 169 is grounded on the franchise grant being subject to modification, alteration, or repeal when required by the common good.
The repeal is implemented through a direct cancellation of the franchise authority previously conferred.

Section 1 repeals Presidential Decree No. 810, as amended.
Section 1 revokes and cancels the grant of the right, privilege, or authority to the Philippine Jai-Alai and Amusement Corporation or its successors.
The cancellation applies to the franchise authority previously granted under Presidential Decree No. 810, as amended, relating to Jai-Alai and Basque Pelota operations within the Greater Manila area and related coverage previously described in the decrees.

Section 1 provides that Presidential Decree No. 810, as amended, is repealed.
Section 1 provides that the franchise grant under the repealed decree is revoked and cancelled for the Philippine Jai-Alai and Amusement Corporation or its successors.
The revocation and cancellation in Section 1 covers the franchise “right, privilege or authority” granted under the repealed law “as amended,” for Jai-Alai/Basque Pelota operations previously authorized under that framework.

Section 2 states that Executive Order No. 169 takes effect immediately.
The executive issuance is signed on May 08, 1987, and is effective upon issuance per Section 2.
