Repeal of prior governmental control
- Section 1 repeals Letter of Instruction No. 860 dated May 16, 1979.
- The repealed Letter of Instruction No. 860 previously directed the Minister of Education and Culture to take over the management, control and operation of the Philippine Public School Teachers Association.
- Section 1 removes that directive by operation of repeal.
Transfer of management and control
- Section 2 vests the full management, control and operation of the affairs of the Philippine Public School Teachers Association in its officers and members.
- Section 2 also vests the full management, control and operation of the association’s funds in its officers and members.
- Section 2 makes the vesting prospective—hereafter—so that control is no longer under the previously directed governmental takeover.
Repeal of inconsistent issuances
- Section 3 repeals or amends accordingly all acts, presidential decrees, executive orders, and presidential issuances that are inconsistent with Republic Act No. 7172.
- Section 3 applies to any inconsistent governmental issuances, requiring repeal where irreconcilable and amendment where compatible.
Legislative consolidation and passage
- The bill enacted as Republic Act No. 7172 is a consolidation of Senate Bill No. 231 and House Bill No. 33838.
- The Senate finally passed the consolidated bill on October 22, 1991.
- The House of Representatives finally passed the consolidated bill on November 20, 1991.
