Repealing CA 581; restores Romblon govt; creates Santa Fe

Section 1 repeals Commonwealth Act No. 581.
Section 1 restores the regular provincial government of Romblon and the regular municipalities of the Province of Romblon that existed prior to the taking effect of Commonwealth Act No. 581.
Section 1 sets the capital of the Province of Romblon as the municipality of Romblon.

Section 2 creates a new municipality known as the municipality of Santa Fe.
Section 2 provides that Santa Fe comprises the barrios of Agcogon, Guimbarayan, Lanas and Santa Fe.
Section 2 states that these barrios were formerly comprised within the municipality of Looc before the enactment of Commonwealth Act No. 581.

Section 3 requires that, except as otherwise provided, the Revised Administrative Code and other laws applicable to regularly organized provinces and municipalities govern the Province of Romblon and its municipalities.
Section 3 extends the same rules to officers and employees of the Province of Romblon and its municipalities, including those restored or created under Republic Act No. 38.

Section 4 provides that pending the election of provincial and municipal officials, the offices of elective officers in the Province of Romblon and its municipalities are filled by appointment.
Section 4 states that appointments are made by the President of the Philippines.
Section 4 requires the consent of the Commission of Appointments of the Congress of the Philippines for these appointments.

Section 5 directs that the funds, properties, debts and obligations of the four special municipalities under Commonwealth Act No. 581 are equitably distributed and apportioned among the Province of Romblon and its municipalities.
Section 5 requires the equitable distribution and apportionment be made in a proportion approved by the President of the Philippines, upon recommendation of the Auditor General.
Section 5 mandates that the custody and administration of all properties formerly belonging to the Province of Romblon prior to Commonwealth Act No. 581 is transferred to the provincial government of Romblon.
Section 5 orders that property formerly belonging to the Province of Romblon and transferred to the National Government under Commonwealth Act No. 581 be returned to the provincial government of Romblon for a consideration approved by the President of the Philippines, upon recommendation of the Auditor General.
