  • Five Assistant Secretaries specialize in Radio, Print, Television, External Affairs, and Media Accreditation and Relations.

Digital Media Services

  • Undersecretary responsible for programs and policies regarding digital media use and digital asset management.
  • Assisted by two Assistant Secretaries: one for Digital Media and Communications, one for Digital Assets Management.

Content Production

  • Undersecretary handles close-in coverage of Presidential activities and data management.
  • Supported by one Assistant Secretary.

Broadcast Production

  • Undersecretary manages and organizes live broadcast productions.
  • Assisted by one Assistant Secretary.

Operations, Administration and Finance

  • Undersecretary provides administrative and financial support for PCO mandates.
  • Four Assistant Secretaries manage Government-Owned or Controlled Corporations (GOCCs), Finance, Administration, and Operations.
  • PCO supervises attached agencies: People's Television Network Inc., APO Production Unit, Intercontinental Broadcasting Corporation, National Printing Office.
  • Assistant Secretary for GOCCs oversees these agencies, ensuring compliance and recommending operational improvements.

Attached Communication Agencies under PCO Supervision

  • Agencies under PCO control: Presidential Broadcast Service-Bureau of Broadcast Services; Bureau of Communications Services; News and Information Bureau; Freedom of Information-Program Management Office; Philippine Information Agency (PIA); Presidential Broadcast Staff-Radio Television Malacañang.
  • PIA led by Director-General (Undersecretary rank), supported by Deputy Directors-General (Assistant Secretary rank) and Assistant Directors-General (Director IV rank).
  • Divisions and regional offices headed by Director II appointed by Director-General.
  • Qualification standards for PIA positions coordinated with DBM and CES Board.

Organizational Structure and Staffing Patterns

  • Reorganization of all PCO units per functional areas.
  • Secretary may recommend abolishing redundant positions in coordination with DBM.
  • Affected personnel entitled to benefits under existing laws; DBM to provide funding.
  • Secretary will submit revised organizational structure and staffing pattern for DBM review and approval.

Funding Provisions

  • Implementation funded from PCO’s available appropriations.
  • Subsequent funding included in PCO budget proposals, subject to budgetary rules.

Legal and Administrative Provisions

  • If any part is declared unconstitutional or invalid, other provisions remain effective (Separability Clause).
  • This EO amends or modifies EO No. 2 (2022) and repeals inconsistent issuances.
  • The EO takes effect immediately upon signing.
