Reorganization of the Peace and Order Council (POC)

  • Exercise moral suasion or recommend sanctions against local officials supporting rebels.
  • Monitor socio-economic programs aimed at isolating communities from rebel influence.
  • Manage Civilian Volunteer Organizations (CVOs) under local police supervision.

Establishment and Functions of Peace and Order Council Secretariats

  • Administrative and technical support organs at all POC levels.
  • Responsible for coordination with government agencies.
  • SILG serves as Secretary-General of the RPOC.
  • Led by the most senior DILG officer at provincial, city, and municipal levels.
  • Supported by regular council staff.

Creation of Regional ISO Convergence Offices

  • Positioned in each region under the RPOC.
  • Tasked with coordinating internal security operations involving civil authorities, military, and police.
  • Infantry Division Commander acts as Executive Officer, assisted by the Presidential Assistant for the Region.

Management of Kalayaan Barangay List

  • Department of Defense manages and may amend the list with approval from Unified Area Commander.
  • Adjustments aimed at aligning development programs to isolate remote and indigenous areas from rebel influence.

Repealing Clause and Effectivity

  • Previous Peace and Order Council issuances inconsistent with this Order are superseded.
  • The Order takes immediate effect from August 19, 2008.
