Organization and Leadership Structure
- The Ministry’s powers and functions are vested in the Minister of Health, assisted by Deputy Ministers appointed by the President.

Creation of Health Education and Manpower Development Service
- Established to consolidate functions of the abolished Office of Health Education and Personnel Training and the Medical Manpower Development Committee.

- Absorbs functions, resources, and personnel from abolished units.
Establishment of the Bureau of Food and Drugs
- Replaces the abolished Food and Drug Administration minus narcotic drug functions transferred to the Dangerous Drugs Board.
- Authorized to set standards and regulate advertising claims concerning food, drugs, and cosmetics.
- Has enforcement powers including ordering cessation of misleading claims and imposing penalties for non-compliance.
Bureau of Quarantine Functions
- Continues existing functions including supervision of rat-proof zones at designated international ports and airports.
- Oversees medical examination of aliens for immigration.
- Supervises sanitation of interisland vessels via designated field offices or the Bureau.
Supervision of Staff Bureaus and Projects in National Capital Region
- Staff bureaus and special projects may perform line functions directly in the National Capital Region with written delegation from the Minister until a regional office is established.
Components of the Ministry Proper
- Includes Office of the Minister, Planning Service, Financial and Management Service, Administrative Service, Health Intelligence Service (formerly Disease Intelligence Center), and Health Education and Manpower Development Service.
Staff Bureaus and Special Projects Under Minister’s Supervision
- Includes bureaus like Dental Health Services, Foods and Drugs, Health Services, Medical Services, Research and Laboratories, and renamed entities such as Dermatology Service, Family Planning Service, Malaria Eradication Service, Cancer Control Center, Nutrition Service, Radiological Health Service, and Schistosomiasis Control.
Line Bureau Under Minister’s Supervision
- Bureau of Quarantine remains directly under the Minister.
Medical Centers, Hospitals, and Research Institutes Supervised by Minister
- Several major hospitals and institutes in Metro Manila are supervised, including Jose R. Reyes Memorial Medical Center, Rizal Medical Center, Ospital ng Bagong Lipunan, and Research Institute for Tropical Medicine.
- Medical centers and regional hospitals outside Metro Manila fall under Regional Health Office supervision.
Administrative Supervision Over Certain Boards and Commissions
- The Ministry supervises the Dangerous Drugs Board, Philippine Medical Care Commission, and Schistosomiasis Control Council.
Affiliation of Tondo Medical Center
- Tondo General Hospital and Medical Center, renamed Tondo Medical Center, is attached to the Ministry for policy and program coordination.
Regional Health Offices
- Regional offices operate under the Minister’s supervision, headed by Regional Directors.
- Responsible for field operations and delivering community-responsive health and medical services using the Primary Health Care approach.
- Supervise regional hospitals, medical centers, and provincial health offices.
- Regional hospitals integrate regional laboratories and regional mental hospitals.
- Family Planning, Malaria Eradication, Nutrition, and Schistosomiasis Services are integrated into Regional Health Offices.
Provincial Health Offices
- Provincial Health Office and Provincial Hospital merged into an integrated unit.
- Responsible for integrated promotive, preventive, curative, and rehabilitative health services at the provincial level.
- Position of Provincial Health Officer combined with Chief of Provincial Hospital.
- Supervision extends over district hospitals and other field units.
- Provincial health officers appointed by the Minister in consultation with governors.
- District hospitals supervise field health units; barangay health stations considered extensions of rural health units.
- Integration of Family Planning, Malaria Eradication, Nutrition, and Schistosomiasis functions into Provincial Health Offices mandated within two years.
City Health Offices
- City health officers appointed by the Minister with consultation with city mayors.
- Salaries are paid from national funds.
Local Government Health Services
- Provincial and city governments may establish their own health services subject to technical supervision by the Ministry.
Delegation of Authority
- Minister may delegate substantive and administrative powers to Regional Health Directors and heads of subordinate units for efficient administration.
Phase-Out of Ministry-Operated Schools of Nursing
- Authorized phase-out period of two years for nursing schools operated by the Ministry.
Appointment and Rotation of Supervisory Personnel
- Appointments outside Career Executive Service are general, with Minister’s authority to assign and rotate personnel without salary diminution.
Rulemaking and Staffing
- Minister empowered to issue orders and regulations to implement the Executive Order.
- Changes in staffing and organizational structure require Office of Budget and Management approval.
- Non-appointed personnel are deemed laid off but entitled to benefits.
Benefits for Laid-Off Personnel
- Laid-off personnel entitled to benefits and gratuities under existing laws.
Repeal and Modification of Inconsistent Laws
- All inconsistent laws, decrees, orders, and regulations are repealed or modified accordingly.
Severability Clause
- Unconstitutional provisions do not affect the validity of the remaining portions.
Effectivity
- The Executive Order takes effect immediately upon signing.
