Core Functions of the ICTO
- Formulate, recommend, and implement policies and programs to promote rapid ICT development and competitiveness through research & development and industry linkages.
- Ensure efficient ICT infrastructure and information systems to support transparent governance and speedy public service delivery.
- Conduct ongoing research and development with educational institutions to improve ICT education and produce globally competitive ICT professionals.
- Develop capacities of public sector institutions and personnel in ICT for improved governance, planning, management, and monitoring.
- Formulate the Government Information System Plan and administer the E-Governance Fund.
- Perform additional related functions as assigned.
Transfer and Integration of Agencies
- The National Computer Center (NCC) and Telecommunications Office (TELOF) are transferred to DOST and integrated into the ICTO structure.
- The National Telecommunications Commission (NTC) and Philippine Postal Corporation (PHILPOST) remain under the Office of the President.
Rationalization Plan Requirement
- The DOST Secretary must submit a rationalization plan to the Office of the President within three months.
- The plan must include:
- A medium-term development plan for ICT research, industry linkages, e-governance infrastructure, and information systems.
- An appropriate internal structure and staffing pattern for ICTO reflecting its new functions and integrated agencies.
- Budget reconfiguration to support medium-term plans and new organizational structure.
- Safety nets for affected personnel, including retention, redeployment, retirement benefits, and capacity building.
Continuity of Operations
- Until the rationalization plan is approved, personnel whose functions are not abolished continue duties as assigned by the DOST Secretary.
Legal Provisions
- Separability clause ensures that invalid or unconstitutional provisions do not affect the validity of other provisions.
- Repealing clause nullifies inconsistent orders, rules, and regulations.
Effectivity
- The Executive Order takes effect immediately upon publication in a newspaper of general circulation.
