Legal basis and prior NPDC creation
- Executive Order No. 160 reorganizes the National Parks Development Committee (NPDC) created under Executive Order No. 30 dated January 14, 1963.
- Executive Order No. 160 amends the NPDC composition as amended from the NPDC’s original creation.
- Executive Order No. 160 reorganizes NPDC membership and designates members under the President’s lawful authority reflected in the order’s preamble.
Policy purpose for composition changes
- Executive Order No. 160 sets the NPDC’s composition to support the administration’s program to develop tourist destinations with the assistance of all concerned sectors.
- Executive Order No. 160 directs the NPDC composition to include representatives from other government agencies.
NPDC composition and membership
- Section 1 provides that the NPDC is composed of the following members:
- Secretary, Department of Tourism — Chairperson
- Executive Director, NPDC — Vice-Chairperson
- General Manager, Philippine Tourism Authority — Member
- Administrator, Intramuros Administration — Member
- Mayor, City of Manila — Member
- An Undersecretary of the Department of Public Works and Highways to be designated by the Secretary, DPWH — Member
- Executive Director, Philippine Convention and Visitors Corporation — Member
- Section 1 provides that the Committee meets as frequently as necessary to review, revise, adopt, or approve policies and guidelines recommended by the Executive Director.
NPDC Executive Director powers and duties
- Section 2 vests the Executive Director of the NPDC with the following powers and duties:
- To execute and administer the policies and measures adopted by the Committee.
- To act as Chief Executive Officer and directly manage and supervise day-to-day operations and internal administration of the NPDC.
- To sign all agreements and contracts entered into for and in its behalf.
- To prepare the agenda for Committee meetings and to submit to the members all policies and measures he believes are necessary to carry out the Committee’s purpose.
- To prepare and submit an annual budget and necessary supplemental budgets for Committee consideration.
- To appoint, discipline and remove NPDC personnel and define their duties, subject to existing Civil Service Rules and Regulations.
- To exercise and perform other powers and duties vested or assigned by the Committee.
Coordination and private-sector support
- Section 3 authorizes the NPDC to coordinate with and seek the assistance of other government agencies.
- Section 3 authorizes the NPDC to receive donations/grants from the private sector.
- Section 3 subjects private-sector donations/grants to the usual government accounting and auditing rules and regulations.
Repeal or modification; effect
- Section 4 provides that all other laws, rules and regulations, and executive issuances inconsistent with Executive Order No. 160 are deemed repealed or modified accordingly.
- Section 5 provides that Executive Order No. 160 takes effect immediately.
