Authority of the NICA Director General
- The Director General has the authority to reorganize NICA at all levels as needed.
- Such reorganization requires the approval of the President.
Administrative Supervision
- The National Security Council (NSC) Director General exercises administrative supervision over NICA on behalf of the President.
- This supervision is pursuant to Executive Order No. 292.
Foreign Liaison Program
- NICA officers represent the agency in priority states and maintain external liaison officers abroad.
- Deployment of liaison officers requires consultation with the Department of National Defense and Department of Foreign Affairs.
- The program aims at collecting foreign intelligence information.
Funding Provisions
- An initial allocation of PHP 6.5 million is provided to support the fourth directorate and foreign liaison operations.
- Salary upgrades for current personnel are charged against the agency’s 2001 funds.
- Future funding for these purposes will be included in the Annual General Appropriations Act.
Effectivity
- The Executive Order takes effect immediately upon issuance on January 27, 2002.
