Number and control of departments

  • Section 1 establishes nine executive departments of the Commonwealth Government.

    • the Department of Instruction and Information;
    • the Department of Labor;

    • the Department of Health and Public Welfare.

Abolition of Department of Information

  • Transfers under Section 3 are subject to:
    • approval of the President, and
    • the condition that the needs of the service so require.
  • Section 3 directs that transferred officials and employees may be sent either to:
    • the Department of Instruction and Information in the Philippines, or
    • the Division of Information that may be created in the Office of the Resident Commissioner of the Philippines to the United States.

Repeal of inconsistent executive issuances

  • Section 4 repeals Executive Order No. 15-W, series of 1944.
  • Section 4 also repeals any other executive order that is inconsistent with Executive Order No. 27.
