Number and control of departments
- Section 1 establishes nine executive departments of the Commonwealth Government.
- The nine departments are:
- the Department of the Interior;
- the Department of Finance;
- the Department of Justice;
- the Department of Agriculture and Commerce;
- the Department of Public Works and Communications;
- the Department of Instruction and Information;
- the Department of Labor;
- the Department of National Defense; and
- the Department of Health and Public Welfare.
- Section 1 provides that each department shall be under the direct control of its respective Secretary.
- Section 1 states that the secretaries exercise their functions subject to the general supervision and control of the President of the Philippines.
Department authority under each Secretary
- Section 2 assigns the executive authority for each department to its Secretary.
- Each department performs its functions under the executive authority of its corresponding Secretary, including:
- Secretary of the Interior for the Department of the Interior;
- Secretary of Finance for the Department of Finance;
- Secretary of Justice for the Department of Justice;
- Secretary of Agriculture and Commerce for the Department of Agriculture and Commerce;
- Secretary of Public Works and Communications for the Department of Public Works and Communications;
- Secretary of Instruction and Information for the Department of Instruction and Information;
- Secretary of Labor for the Department of Labor;
- Secretary of National Defense for the Department of National Defense; and
- Secretary of Health and Public Welfare for the Department of Health and Public Welfare.
- Section 2 treats each department as performing functions through its Secretary’s executive authority within the framework of presidential supervision.
Abolition of Department of Information
- Section 3 abolishes the Department of Information and Public Relations.
- The abolished department was created under Executive Order No. 8-W, series of 1943.
- Section 3 provides for possible transfer of officials and employees of the abolished department.
- Transfers under Section 3 are subject to:
- approval of the President, and
- the condition that the needs of the service so require.
- Section 3 directs that transferred officials and employees may be sent either to:
- the Department of Instruction and Information in the Philippines, or
- the Division of Information that may be created in the Office of the Resident Commissioner of the Philippines to the United States.
Repeal of inconsistent executive issuances
- Section 4 repeals Executive Order No. 15-W, series of 1944.
- Section 4 also repeals any other executive order that is inconsistent with Executive Order No. 27.
