Expanded Powers and Functions of the Civil Aeronautics Administration (CAA)

- Fee structures are fixed subject to approval by the Civil Aeronautics Board.
- Responsibility for administration, management, and development of assigned properties within Nichols Field.
- Additional duties as directed by the Administrator.

- Landing fees: charges for use of landing strips or runways.
- Terminal fees: charges for parking for loading/unloading passengers or cargo.
- Royalties: charges based on gross business, sales, or net profits.

Personnel Transition and Gratuity Provisions
- National Airports Corporation personnel may be appointed to the CAA per Civil Service rules.
- Personnel not appointed but retained receive gratuities based on length of service (one month salary per year, max 12 months).

- Obligation to refund gratuity if reinstated in government service after payment.
Establishment of Revolving Fund for Manila International Airport Operations
