Executive Order No. 4 reorganizes and renames the Office of the Press Secretary as the Presidential Communications Operations Office (PCOO) and creates the Presidential Communications Development and Strategic Planning Office (PCDSPO), both responsible for ensuring transparency, managing media relations, and disseminating accurate information on behalf of the Office of the President and the Executive Branch.

Functions of the Presidential Communications Operations Office

  • Develop and implement guidelines for disseminating information related to the President and Executive Branch.
  • Manage government-owned or controlled information dissemination facilities.
  • Establish local and international field offices to relay accurate information.
  • Supervise government agencies involved in information gathering and dissemination.
  • Coordinate with private media.
  • Manage the Office of the President (OP) Website and Web Development Office.
  • Perform additional functions assigned by the President.

    • Undersecretary for Administration and Finance
    • Undersecretary for Operations
    • Chief of Staff
    • Assistant Secretary for Legislative Affairs

Creation of the Presidential Communications Development and Strategic Planning Office

  • Established to systemize and enhance communication efforts.

Functions of the Presidential Communications Development and Strategic Planning Office

  • Coordinate crafting and development of messaging systems.
  • Design and recommend responses to daily arising issues.
  • Ensure message consistency within the Executive Department.
  • Assist with new media strategies and research.
  • Liaise with Malacañang Records Office.
  • Conduct market research and monitor public opinion.
  • Formulate editorial guidelines and policies for state media.
  • Maintain the corporate identity of the Executive Department.
  • Act as custodian of institutional memory, including supervision of Presidential Museum and Library.
  • Perform editorial functions for the Official Gazette.
  • Perform additional functions assigned by the President.

Management of the Presidential Communications Development and Strategic Planning Office

  • Headed by the Presidential Communications Development and Strategic Planning Head with Cabinet Secretary rank.
  • Assisted by a Deputy with Undersecretary rank.
  • Support offices include Chief of Staff, Assistant Secretary for Messaging, and Electronic Data Processing Division Chief.

Staffing Requirements

  • Organizational structure and staffing patterns to be formulated in coordination with Department of Budget and Management.
  • Approval required from Department of Budget and Management and Office of the President through the Executive Secretary.

Appropriations

  • Initial funding sourced from remaining budget of Office of the Press Secretary and Office of the President.
  • Future appropriations to follow regular government budget procedures.

Continuity of Functions

  • All covered officials and offices continue their functions as previously defined unless otherwise provided by this Executive Order.

Implementing Rules

  • Executive Secretary authorized to issue necessary implementing rules and regulations.
  • Executive Secretary to determine functional divisions of offices under the Office of the President.

Repealing Clause

  • All inconsistent orders, circulars, rules, regulations, and issuances are repealed or modified accordingly.

Severability Clause

  • If any provision is declared unconstitutional, remaining provisions remain effective.

Effectivity

  • The Executive Order takes effect immediately upon signing.
