Functions of the Public Utilities Commission

- Technical assistance from Planning Division and Department entities or existing entities pending reorganization.
Functions of the Bureau of Land Transportation
- Inspect public motor vehicle carriers for route, schedule, rate, and load compliance.
- Inspect mechanical condition of vehicles.
- Test and seal taximeters.
- Register motor vehicles and license drivers, collecting fees.
- Promote motor vehicle and railroad services.
- Provide technical assistance to Public Utilities Commission.
Administrative Division Functions
- Personnel Section: recruitment, appointments, training, records.
- Budget and Finance Section: budget preparation, fund management.
- Correspondence Section: manage incoming communication and filing.
- General Services Section: procure and manage equipment and supplies.
Statistics and Records Division Functions
- Motor Vehicle Records: centralized motor vehicle registration, sales, and identification records.
- Drivers' License Records: maintain driver license records including penalties and advisories.
- Statistics Section: compile and analyze land transport statistics, prepare reports.
Regulation Division Functions
- Formulate rules, standards, and review recommendations related to vehicle registration and licensing.
- Examination and Licensing Section: prepare tests, procedures, and set standards.
- Inspection and Registration Section: develop vehicle inspection and registration standards and procedures.
- Public Utilities Section: work with the Public Utilities Commission on carrier inspections and taximeter regulations.
- Review Section: evaluate field and administrative reports for license suspension, registration matters, and regulatory violations.
Functions of Regional and Local Land Transportation Offices
- Regional Offices: direct regional land transport enforcement, implement headquarters policies, make administrative decisions.
- Regional Offices have Administrative and Operations Sections responsible for budget, personnel, requisitions and supervision.
- Local Offices: conduct driver tests, issue licenses, inspect vehicles, enforce regulations, and assist local police and Philippine Constabulary.
Functions of Traffic Control Group, Philippine Constabulary
- Enforce traffic and safety laws.
- Supervise local police traffic enforcement.
- Assist Bureau of Land Transportation in motor vehicle laws enforcement and public carrier regulation.
- Headquarters functions include supervision, developing standards, planning education campaigns, and traffic accident studies.
- Traffic Teams enforce laws, arrest violators, coordinate with local police, assist Bureau of Land Transportation.
- Secretary of National Defense may assign additional Armed Forces personnel to assist traffic control.
Personnel Provisions
- Staffing to conform to approved patterns until June 30, 1957.
- Employment subject to civil service laws; current qualified personnel employed before new hires.
- Traffic Control Group personnel are Armed Forces officers and enlisted men, civilian clerical allowed with adjustments.
Appropriations and Funding
- Consolidated budget of approximately P2,560,891.06 reallocated for July 1, 1956 to June 30, 1957.
- Detailed allocation across Public Utilities Regulation, Bureau of Land Transportation, and Philippine Constabulary Traffic Enforcement.
- Specific fund sources include General Fund, Special Fund, and Motor Vehicles Fund.

- Delegation must be in writing, specify officers, define responsibilities, and provide sufficient authority.
- Delegations must comply with Implementing Details, but other delegations allowed.
Partial Invalidity Clause
- Invalidity of any provision does not affect other provisions.
Timing of Administrative Actions
- Secretary to schedule and ensure orderly transfers and changes within 60 days from effective date.
