Mandate of the Department of Trade and Industry (DTI)
- Primary government arm for trade, industry, and investment coordination, promotion, facilitation, and regulation
- Acts as catalyst for private sector activity to accelerate and sustain economic growth

- Includes National Development Company, Garments and Textile Export Board, International Coffee Certifying Agency, Philippine International Trading Corporation, Board of Investments, Export Processing Zone Authority
- Engage in investment promotion, quota administration, trade monitoring, and export zone management
Regional Offices
- Each headed by a Regional Director with an Assistant
- Implement laws, Department policies, coordinate with other agencies and local governments
Major Organizational Changes
- Abolition and transfer of functions from some obsolete commissions and bureaus
- Conversion and consolidation of various agencies into new units
- Attachment of new regulatory boards and centers under the Department
Transitory Provisions
- Transfers include all necessary assets and personnel, with hold-over capacity
- Separation and benefits policies for personnel not included in new staffing
- Procedures for mergers, consolidations, or abolition of agencies
Funding
- Department uses existing funds to implement reorganization
New Position Structure and Staffing
- Existing employees serve in hold-over capacity
- New organizational structure and staffing to be prescribed within 120 days
- Separation benefits for non-included or non-reappointed personnel
Performance Evaluation
- Secretary must develop a system for periodic objective performance evaluation
- Annual reporting to the President required
Notice or Consent Requirement
- Must comply with notice or consent requirements where third-party rights may be affected prior to reorganization implementation
Prohibition Against Unauthorized Changes
- Any change in reorganization requires Presidential approval
Implementing Authority of Secretary
- Secretary empowered to issue rules and regulations for effective implementation
Separability Clause
- Unconstitutional provisions will not affect the rest of the Executive Order if remaining provisions can still be given effect
Repealing Clause
- All inconsistent laws, rules, and orders are repealed or modified
Effectivity
- Executive Order takes effect immediately upon approval
