Aquino's Executive Order No. 308 reorganizes and strengthens Regional Development Councils to enhance regional autonomy and coordinate socio-economic development efforts through active participation from local government officials, private sector representatives, and non-governmental organizations.

Reorganization of the Regional Development Council (RDC)

  • Meets at least quarterly; may create an Executive Committee for daily affairs.
  • Reports to the President via the NEDA Board.
  • Sectoral Committees assist with sectoral information, translating national goals to regional objectives, and coordinating sectoral planning.

Regional Consultative Assembly

  • Created for enhanced consultation and coordination.
  • Membership includes RDC members, sectoral committees, heads of other national agencies, and invited NGO, sectarian, and academic representatives.
  • Functions:
    • Serve as forum for ideas and recommendations for regional development.
    • Provide sectoral development indicators to aid RDC planning.
    • Advise on regional plans, investment programs, and budgets.
    • Support approved plans and assist in generating congressional budget support.
  • Meets at least twice a year.

Chairmanship of the Council

  • RDC nominates three members; the President appoints the Chairman.
  • Regional Director of the NEDA Secretariat serves as Vice-Chairman.
  • Chairman and Vice-Chairman are ex-officio heads of the Assembly.

Non-applicability to Autonomous Regions

  • The Executive Order does not apply to the Autonomous Regions in Muslim Mindanao and the Cordilleras.

Powers and Duties of the Council Chairman

  • Presides over Council and Assembly meetings.
  • Requests performance of necessary functions from members and agencies.
  • Accepts donations and grants relevant to regional development.
  • Addresses implementation problems and supervises monitoring of projects.
  • Represents the region in national Cabinet meetings and budget reviews.
  • Directs the formulation of comprehensive development plans and investment priorities.
  • Submits regional plans and reports to the President through NEDA Board.
  • Creates ad hoc committees as needed.
  • Performs duties as directed by the President.

Planning and Budgeting Measures

  • The Development Budget Coordination Committee modifies budget preparation to grant RDC greater autonomy consistent with development plans and national priorities.

Technical Staff of the Council

  • NEDA Regional Office serves as principal technical staff.
  • Other national government regional offices may be requested to provide technical support.

Implementing Authority

  • The NEDA Board is authorized to issue rules and regulations to implement the Executive Order.

Effectivity

  • The Executive Order took effect immediately upon issuance on November 5, 1987.
