- Exclusive jurisdiction over claims related to overseas employment and disciplinary cases.
- Registry maintenance for skills overseas placement.
- Recruit and place workers as public interest requires.
- Promote skill development, careful worker selection, and overseas market development.
- Secure best employment terms and ensure compliance.
- Promote welfare and protection of Filipino workers abroad.
- Develop programs for monitoring returning workers, re-training, and reintegration.
- Ensure fair and speedy disposition of recruitment and employment violation cases.
- Efficient enforcement of adjudicatory decisions.
- Collaborate with government agencies and private organizations locally and internationally.
Establishment of Regional Extension Units
- Authorized to promote efficient delivery of services in regions.
- Under administrative supervision of Labor Regional Director.
- Functions include policy execution, local coordination, needs assessment, interagency linkages, anti-illegal recruitment campaigns.
Staffing and Transition
- Current officers/employees continue in a hold-over capacity.
- New structure and staffing to be prescribed within 120 days by Secretary of Labor and Employment.
- Separation with retirement benefits or compensation if not reappointed.
Prohibition on Further Organizational Changes
- No changes valid without President's approval to maintain efficiency.
Funding
- Funded from POEA's available funds.
Implementation and Enforcement
- Secretary of Labor to issue necessary rules and regulations.
Legal Provisions
- Separability clause to sustain unaffected provisions if parts declared unconstitutional.
- Repealing clause invalidates inconsistent prior laws and regulations.
- Immediate effectivity upon approval.
