Reorganization and Structure

  • Coordinate infrastructure and social amenities development in tourist zones.

Powers Regarding Enforcement and Delegation

  • Coordination with government and private entities for tourism promotion and enforcement.
  • Deputize Tourist Assistance Unit personnel for law enforcement related to tourism.
  • Delegate powers to regional offices for effective governance.

Internal Organization and Roles

  • Office of the Minister includes immediate staff.
  • Four Deputy Ministers oversee Planning and Coordination; Tourism Services and Regional Offices; Tourism Promotions; and Internal Services respectively.
  • Financial and Management, Administrative, and Legal Services provide staff advice and assistance.

Bureaus and Offices

  • Bureau of Domestic Tourism Promotions: Promotes local tourism and supports educational and cultural tours.

Transfer and Attachment of Agencies

  • The Bureau of Tourism Services and Bureau of Tourism Promotions abolished, with functions transferred to appropriate offices.
  • The Civil Aeronautics Board transferred to the Ministry of Transportation and Communications.
  • Intramuros Administration and National Parks Development Committee attached to the Ministry.
  • Philippine Tourism Authority and Philippine Convention Bureau attached to the Ministry.

Transition and Staffing Provisions

  • Existing personnel continue in hold-over capacity with regular appointments to follow.
  • Separation benefits for those not included in new staffing structure.
  • Restrictions on court or administrative injunctions against personnel separations under the order.

Implementation and Legal Provisions

  • Changes to the reorganization require presidential approval.
  • The Minister empowered to issue implementing rules and regulations.
  • Notice or consent must be obtained if changes affect third-party rights.
  • Funds for implementation drawn from Ministry's existing budget.
  • Upon adoption of a new constitution with a presidential form of government, the Ministry will be renamed as Department, with Ministers titled as Secretaries.

Severability and Repeals

Effectivity

  • The Executive Order takes effect immediately upon approval.
