Mandate and Purpose of BALS
- Address learning needs of marginalized groups including deprived, depressed, and underserved citizens.

Legal Basis and State Policy
- Rooted in Section 2 of Republic Act No. 9155 (The Governance of Basic Education Act of 2001) which guarantees the right to quality basic education accessible to all eligible Filipinos including out-of-school youth and adult learners.
- Defined under Section 12.1 Rule XII of RA 9155 as a parallel learning system providing alternatives to formal education by integrating nonformal and informal knowledge and skills sources.
- The Alternative Learning System is recognized as a major component of basic education aimed at marginalized learners.
Funding Provisions
- Initial funding to come from existing funds within the Department of Education.
- Subsequent funding to be included in the General Appropriations Act ensuring sustained financial support.
Repeal and Modification of Inconsistent Orders
- Any prior orders, issuances, rules, and regulations inconsistent with this Executive Order are repealed or modified accordingly to maintain legal coherence.
Effectivity
- The Executive Order takes effect fifteen (15) days after its publication in the Official Gazette, ensuring prompt implementation following formal announcement.
