Implementation by DPWH
- Section 2 requires the Department of Public Works and Highways to issue the necessary rules, orders, and circulars to implement the Act.
- Section 2 sets the implementation deadline at sixty (60) days from the Act’s effectivity.
Effectivity and Publication Rule
- Section 3 provides that the Act takes effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
- Section 3 makes publication the triggering event for the 15-day effectivity period.
