Grant of CESO Rank to NDCP MNSA Graduates\n- Graduates of the Master in National Security Administration (MNSA) program of the National Defense College of the Philippines (NDCP) appointed to Career Executive Service (CES) positions shall be granted a Career Executive Service Officer (CESO) rank commensurate to their CES position.\n- Granting of CESO rank is subject to the requirements prescribed and mandated by the Career Executive Service Board (CESB).\n\n### Appointment to CESO Rank for Non-CES Position Holders\n- NDCP MNSA graduates occupying positions outside the CES must comply with the CESB’s prescribed requirements for CESO rank appointment.\n\n### Salary Grade Adjustment for NDCP MNSA Graduates\n- NDCP MNSA graduates occupying career service positions at least at the division chief level with Salary Grade (SG) 24 are entitled to a salary equivalent to SG 25.\n\n### Historical Policy Background and Developments\n- Executive Order (EO) No. 696 (1981) initially granted CESO III rank to graduates of NDCP belonging to government service.\n- EO No. 771 (1982) amended EO No. 696 to grant CESO V or higher rank to NDCP civil service graduates and CES Development Program graduates not yet appointed to CESO rank, subject to agency head recommendation and CESB evaluation.\n- Memorandum Order No. 372 (1991) aligned CES ranking with salary grades under RA 6758, with CESO I as highest rank (SG 30) and CESO VI as lowest (SG 25).\n- CESB Resolution No. 995 (2012) formalized grant of CES eligibility to NDCP MNSA graduates per a 2011 Memorandum of Agreement involving CESB, NDCP, and other stakeholders.\n\n### Recognition of NDCP’s Role and Need for Policy Reinforcement\n- NDCP is recognized as a center of excellence for strategic leadership in national defense and security, integrating multiple dimensions into its MNSA program.\n- The Order reinforces the policy to deepen the pool of leader-managers and strengthen governance and policy formulation in the public sector.\n\n### Implementing Guidelines and Administrative Control\n- The CESB, in consultation with NDCP, will issue guidelines for this Order’s implementation.\n- Funding for salary adjustments shall be charged to the Personnel Services allotments of concerned agencies and subject to applicable budgeting and auditing laws.\n- The President exercises control over executive departments, bureaus, and offices under Section 17, Article VII of the Constitution, authorizing issuance of this Order.\n\n### Repeal and Effectivity\n- Orders, rules, or regulations inconsistent with this Order are repealed, modified, or amended accordingly.\n- The Order takes effect immediately upon publication in the Official Gazette or a newspaper of general circulation.
