Title
Quarters Allowances for Philippine Army Officers
Law
Executive Order No. 100
Decision Date
Jun 14, 1937
Manuel L. Quezon establishes regulations for quarters allowances for Philippine Army officers, ensuring adequate housing provisions based on rank and civil status, while outlining rental compensation for those stationed outside Manila where public quarters are unavailable.

Policy and governing principle

  • The regulations govern how Philippine Army officers receive quarters or quarters allowances depending on (a) location (Manila or outside of Manila) and (b) availability of government-owned or controlled buildings and public quarters.

Coverage: who gets quarters

  • The rules apply to every officer of the Philippine Army who is permanently assigned to a post or station.
  • The allocation of quarters depends on whether the post or station is outside of Manila or in Manila.

Outside Manila: government quarters rule

  • For every officer permanently assigned outside of Manila where government owned or controlled buildings are available for use, the officer must be furnished quarters in the building or parts thereof determined adequate by the Chief of Staff or his duly authorized representative.
  • The Chief of Staff (or authorized representative) must consider the officer’s rank and civil status when determining adequate quarters.
  • For an unmarried officer outside of Manila, when no separate quarters are available, the officer must be quartered together in barracks or rented buildings.

Outside Manila: no public quarters allowance

  • For every officer permanently assigned outside of Manila where adequate public quarters are not available, the officer must be allowed the actual cost of rentals at the station or in its vicinity.
  • Rentals allowed must not be in excess of allowances prescribed by law.

Manila: commutation of quarters

  • For every officer permanently stationed in Manila where public quarters are not available, the officer must be allowed the commutation of quarters prescribed by law.

Administration and decision-makers

  • The determination of quarters adequacy in government-owned or controlled buildings outside of Manila is made by the Chief of Staff or his duly authorized representative.
  • The adequacy determination outside of Manila must take into account the officer’s rank and civil status.
