  • Official positions include Provincial Governors, City Mayors, Provincial Treasurers, Provincial Auditors, Division Superintendents of Schools, District Health Officers, and corresponding officials of chartered cities.

Allowances for Employees Using Other Private Transportation

  • National and local government employees performing field duties may receive monthly allowances when using private transportation, subject to Department Secretary approval:
    • Motorcycles: P0.04 per km, maximum P20 per month.
    • Horses: P0.05 per km, maximum P10 per month.
    • Bicycles: P0.01 per km, maximum P5 per month.

Regulations on Government-Owned Vehicles

  • All provincial or chartered city vehicles must be kept in a central garage.
  • The central garage is to be managed by the district or city engineer.
  • Vehicles are rented out on a first-come, first-served basis considering urgency for official trips.
  • Vehicles bought from the Road and Bridge Fund for engineers and assistants are reserved mainly for their exclusive use, except in emergencies.
  • Official transportation cost for these engineers is limited to the allowance of the provincial governor or city mayor unless approved by the Secretary of Public Works and Communications.
  • Charges to offices for vehicle use are at 10 centavos per kilometer.
  • Part of the income from garage operations (up to one-fourth or 2.5 centavos per km) is allocated to a special fund to finance the purchase of new vehicles, subject to appropriations by local government boards or councils.

Repeal of Inconsistent Regulations

  • All prior rules and regulations that conflict with these provisions are revoked immediately.
