Section 1: Prohibition on Unauthorized Manufacture and Distribution

  • Violators face administrative penalties including immediate closure of establishments, cancellation of business permits, seizure and forfeiture of paraphernalia.
  • Offenders may also face administrative, civil, and criminal liabilities after due notice and hearing.

Section 2: Prohibition on Unauthorized Use

  • Non-members of the uniformed PNP are prohibited from using PNP uniforms, insignias, and accoutrements.
  • Violations result in public censure published in a newspaper, subject to administrative, civil, and criminal actions after due process.

Section 3: Standardization and Accreditation

  • The PNP is mandated to adopt official uniforms and insignias exclusively for its uniformed personnel.
  • These items are subject to inspection and approval by the PNP Uniform and Equipment Standardization Board (UESB).
  • Only manufacturers accredited by the PNP and the National Historical Institute are authorized to produce and distribute these items.

Section 4: Implementation Rules

  • The Chief of the Philippine National Police is empowered to issue rules and regulations to effectively implement this Executive Order.

Section 5: Repealing Clause

  • All conflicting orders, rules, and regulations are repealed or modified to conform with the provisions of this Executive Order.
