Minimum Distance Requirements
- Poultry farms must be located at least one (1) kilometer from the center of national highways.
- Commercial swine and cattle feedlot farms must be at least three (3) kilometers from the center of national highways.
- Farms must maintain a minimum distance of one (1) kilometer from each other.
- Farms must also be at least one (1) kilometer away from the boundaries of built-up areas as defined by the respective Local Government Units (LGUs).
- Exceptions to distance requirements may be granted if advanced waste management technologies are applied.
Measurement Basis for Compliance
- Distances are measured from the waste management facility of the farm.
- This applies to distance measurements between farms, from national highways, and from built-up area boundaries.
Waste Management Facility Standards
- The waste management facility must comply with the Environment Clearance Certificate (ECC) requirements issued by the Department of Environment and Natural Resources (DENR).
Inspection and Enforcement
- Farms are subject to inspection by the Department of Agriculture - Bureau of Animal Industry (DA-BAI) through its Regional Field Units (RFUs).
- Inspections are conducted in coordination with Local Government Units and relevant special bodies.
- The biosecurity protocols of the inspected farm must be observed during inspections.
Penalties for Violations
- Violators of this order will be penalized under the existing rules of Republic Act 8485, also known as the Animal Welfare Act of 1998.
Non-Retroactivity Clause
- This order does not apply to poultry and swine farms established before its approval date.
Effectivity
- The order takes effect fifteen (15) days after publication in two (2) newspapers of general circulation.
