Support and Funding for RKCGs
- The OPAPP, in cooperation with the National Anti-Poverty Commission (NAPC), is tasked to provide technical assistance, capacity-building, and mobilization support to RKCGs.
- OPAPP and NAPC must ensure sufficient budget allocation in their annual appropriations for supporting RKCG functions.
- External sources of funds may also be tapped to complement the financial support for RKCG activities.
Legal Supremacy and Effectivity
- All orders, issuances, rules, or regulations inconsistent with this Executive Order are repealed or modified to conform.
- Any provision found unlawful does not affect the validity of the remainder of the Order.
- The Executive Order takes effect immediately upon its signing.

- This Order builds upon Executive Order No. 3 (2001), affirming commitment to the comprehensive peace process addressing internal conflicts and root causes such as poverty and economic inequity.
- Memorandum Circular No. 33 (2002) institutionalizes KALAHI as the overarching poverty reduction strategy with emphasis on multi-stakeholder and inter-agency convergence.
- The National Peace Plan (Medium-Term Philippine Development Plan 2004-2010) highlights mobilization and strengthening of KALAHI for peacebuilding, conflict prevention, rehabilitation, and development of conflict-affected areas.
- The OPAPP maintains close linkage with Presidential Assistants, RKCGs, and LGUs to effectively coordinate peace initiatives nationwide.
