Composition and Functional Structure
- The Office consists of various agencies handling development, government administration, and internal management.
- Efficiency requires eliminating overlap, maximizing resources, coordinating efforts, sharing information, and fostering collaboration.
Supervisory Authority and Organizational Reorganization Powers
- The President has control over all executive departments, bureaus, and offices per the 1987 Constitution.
- Continuing authority to reorganize government structure is granted by PD No. 1416 (as amended by PD 1722) and Executive Order No. 292.
Agency Supervision under the Cabinet Secretary (Section 1)
- Agencies supervised include Cooperative Development Authority, HUDCC, National Anti-Poverty Commission, and others.
- These agencies are tasked with evaluating existing poverty reduction programs and developing responsive new programs.
- Emphasis on resource allocation, improving lives of vulnerable sectors, promoting social education, and engaging LGUs in consultations.
Consolidation of Offices under the Special Assistant to the President (Section 2)
- Offices combined under the Special Assistant to the President (SAP): Office of the Special Assistant to the President (OSAP), Office of the Appointments Secretary, Presidential Management Staff (PMS).
- Creation of the Office of the President - Events Management Cluster (OP-EMC) to manage Presidential engagements effectively.
- OP-EMC comprises PMS, Presidential Security Group, Office of Chief Presidential Protocol, Media Accreditation and Relations Office, and Radio-Television Malacañang.
- OSAP manages scheduling, appointments processing, and overall management of Presidential engagements.
- OSAP headed by Presidential Assistant II with rank of Secretary, overseeing system and process improvements.
Common Support Staff System (Section 3)
- The PMS supports the Executive Secretary with policy inputs and government affairs management.
- PMS also supports the Cabinet Secretary with substantive and logistical support for the Cabinet.
- PMS monitors and executes Cabinet directives.
Legal Provisions on Validity and Repeal (Sections 4 and 5)
- Separability Clause: In case any part is declared invalid, unaffected parts remain effective.
- Repealing Clause: Conflicting laws, orders, decrees, circulars, rules, and regulations are repealed or amended accordingly.
Effectivity (Section 6)
- The Executive Order takes effect immediately upon publication in a newspaper of general circulation.
