Purpose and workload rebalancing
- The circular redistributes the responsibilities of the Office of the Deputy Executive Secretary for Legal Affairs in the Office of the President (OP).
- The redistribution is made to achieve a more balanced workload within the OP.
- The redistribution supports the continuing effort to improve the quality and efficiency of public service in the OP.
Covered office and redistributed duties
- The circular directs a redistribution of responsibilities among the following Deputy Executive Secretaries:
- Manuel B. Gaite (Deputy Executive Secretary for Legal Affairs),
- Arthur P. Autea, and
- Jose T. Tale.
- Each Deputy Executive Secretary shall exercise the responsibilities assigned to him in addition to continuing responsibilities, as stated in the circular.
Manuel B. Gaite: assigned functions
- Deputy Executive Secretary Manuel B. Gaite shall handle review, resolution, and appropriate action on cases appealed to the Office of the President from decisions of various departments and agencies.
- Deputy Executive Secretary Manuel B. Gaite shall conduct review of contracts and other agreements.
- Deputy Executive Secretary Manuel B. Gaite shall conduct legal research and render legal opinion.
Arthur P. Autea: assigned functions
- Deputy Executive Secretary Arthur P. Autea shall process pardons, parole, and executive clemency.
Jose T. Tale: assigned functions
- Deputy Executive Secretary Jose T. Tale shall process Presidential issuances consisting of:
- Executive Orders,
- Proclamations,
- Administrative Orders,
- Memorandum Orders, and
- Memorandum Circulars.
Continuing responsibilities and consistency limit
- The named Deputy Executive Secretaries shall continue to exercise the other responsibilities they currently have.
- Continued responsibilities apply in so far as these are not inconsistent with the redistributed responsibilities stated in the circular.
Existing memorandum orders and authorized signatories
- Existing Memorandum Orders on the disposition and authorized signatories of cases appealed to the Office of the President shall continue in force and effect.
- Continuation depends on compliance with the provisions of those existing Memorandum Orders.
Other continuing OP responsibilities
- The Deputy Executive Secretary for Legal Affairs shall continue to have responsibility over the Legislative Office.
- The Deputy Executive Secretary for Legal Affairs shall continue to have responsibility over the Political Affairs Office.
Additional tasks by directive
- The Deputy Executive Secretaries shall perform such other tasks and assignments as may be directed by the Executive Secretary from time to time.
