Roles of the DSWD
- Lead agency for national social welfare and development policies, plans, programs, and statistics, focusing on family development and poverty groups.
- Monitor and evaluate policy and program implementation on family welfare and poverty alleviation.
- Administer special social services and social development funds for disadvantaged groups.
- Innovate new strategies in social services and development using social laboratories and learning centers.
- Provide technical assistance to LGUs, NGOs, NGAs, POs, and civil society for program implementation.
- Advocate for social welfare and development concerns covering families, children/youth, women, senior citizens, persons with disabilities, and similar groups.
Powers and Functions of the DSWD
- Formulate and promote social welfare and development policies, programs, and projects.
- Conduct researches and adopt policies to ensure effective program implementation.
- Initiate and maintain bilateral and multilateral technical cooperation linkages.
- Deputize law enforcement agencies to protect exploited, abused, and disadvantaged persons.
- Regulate charitable fund drives and public solicitations.
- Set standards, accredit, consult, and monitor social welfare institutions and practitioners.
- Provide technical supervision to social workers in government settings such as courts and hospitals.
- Establish and maintain support facilities, social laboratories, and learning centers.
- Strengthen people’s organizations for grassroots welfare and development.
- Develop and implement training standards and programs for personnel and students.
- Advocate and disseminate social development information.
- Provide augmentation funding to social welfare partners.
- Perform other functions as provided by law.
Preparation of Rationalization and Streamlining Plan (RSP)
- DSWD must prepare an RSP to guide operational changes.
- RSP includes shifts in policies, functions, programs and structural organization.
- Details on staffing with itemized positions and resource allocation impacts.
- Must submit RSP to the Department of Budget and Management for approval before implementation.
Redeployment of Personnel
- Redeployment based on approved RSP without reduction in rank or compensation.
- Compliance with Civil Service laws and regulations is mandatory during redeployment.
Funding for Rationalization and Streamlining
- Funding to be sourced from DSWD funds.
- Staffing pattern changes must not exceed available Personnel Services budget.
Implementing Authority
- DSWD Secretary authorized to implement RSP and determine necessary social laboratories and facilities.
- Implementation must follow principles of economy, efficiency, and effectiveness.
Effectivity
- The Executive Order takes effect immediately upon issuance.
