Legal basis and governing programs
- The reconstitution follows the recommendation of the Regional Development Council for Regions VII Executive Committee.

Purpose and participation objective
- The Executive Order requires the CVRP Board to include private sector and non-government organizations.
- The Executive Order directs that private sector and non-government participation will promote efficient and effective implementation of Central Visayas Regional Projects.
- The Executive Order bases the reconstitution on the objective of improved regional project implementation through broader membership.
Board composition and new private members
- Section 1 provides that, in addition to its present membership, the CVRP Board shall have four (4) members from the private sector and non-government organizations.
- The President appoints the four (4) additional members.
- The President makes the appointments upon nomination by the Regional Development Council for Region VII.
- Nominees must satisfy selection criteria stated in Section 1.
Nomination criteria and registration requirement
- Nominees from the private sector and non-government organizations must be nominated by organizations duly registered with the Securities and Exchange Commission.
- The organization should preferably have regional scope.
- Sectoral representation must be as wide as possible.
Responsible offices and appointment flow
- The Regional Development Council for Region VII nominates candidates for the four additional private-sector/non-government seats.
- The President of the Philippines appoints the four additional members based on those nominations.
- The Executive Order establishes the President’s appointment power over the additional CVRP Board membership.
Effectivity
- Section 2 provides immediate effectivity upon issuance.
- The order is deemed effective without waiting for a further condition or period, because it expressly states immediately.
