Purpose and Role of ULAP
- ULAP is tasked with promoting efficient and effective networking among its member leagues and federations.
- It focuses on consensus-building, particularly addressing local autonomy and governance issues.
Funding and Financial Management
- ULAP's funds shall come from:
- Annual assessment fees,
- Special contributions or donations from provinces and cities,
- Annual dues from its member leagues or federations.
- The rates for dues and fees are to be determined by ULAP and must be recognized by the Department of the Interior and Local Government (DILG) via a Memorandum Circular.
- Funding requirements for ULAP cannot be charged to the National Government.
- ULAP may also secure financial assistance or conduct fundraising activities to support its programs, subject to the Local Government Code and the Omnibus Election Code.
Internal Governance and Organizational Rules
- ULAP’s specific objectives, purposes, membership rules, and internal organizational matters are governed by its constitution and by-laws.
- The National Executive Board and General Executive Council are authorized to promulgate appropriate rules and regulations.
- All ULAP governing documents and rules must comply with the Philippine Constitution and existing laws.
Effectivity
- The Executive Order takes effect immediately upon signing by the President.
