Ownership, Transfer, and Leasing Rights of the National Development Company (Section 3)

    • Transfer absolute ownership of any portion of the reclassified lands to qualified persons or corporations.
    • Lease any portion or the entirety of these lands for commercial or industrial purposes.
  • Transfers and leases are restricted strictly to commercial or industrial use, consistent with the reclassification purpose.
  • Recipients of ownership or lease must be constitutionally qualified landowners.

Supersession of Conflicting Laws (Section 4)

  • Any laws, executive orders, proclamations, ordinances, rules, or regulations inconsistent with this decree are repealed or modified as necessary.

Effectivity (Section 5)

  • The decree takes effect immediately from the date of signing.
