Reclassification Criteria for Feeds

  • Feeds containing more than 10% combined vitamins, minerals, antioxidants, feed flavors, anti-mold agents, toxin binders, enzymes, and acidifiers in their formulation are reclassified as medicated feeds.
  • Feeds with any amount of veterinary drugs or products listed under DA-AO No. 39, series of 1991 and DOH-AO No. 111-B Series of 1991 are also medicated feeds.

Registration and Regulatory Compliance

  • Previously registered feeds under Republic Act No. 1556 (the Livestock and Poultry Feeds Act, as amended) containing the specified components must now comply with medicated feed regulations.
  • Medicated feeds must be registered according to the provisions of Republic Act No. 3720 (the Food, Drug and Devices, and Cosmetics Act) as amended by Executive Order No. 175.
  • Compliance with Republic Act No. 6675 (Generics Act of 1988) is also required.

Options for Manufacturers

  • Manufacturers may opt to reformulate feeds to keep their registration under the original livestock and poultry feeds law (RA 1556).
  • Reformulated feeds require new sample analysis.
  • New feed tags must be submitted for approval.

Enforcement and Compliance

  • The reclassification aims for strict compliance with the applicable drug and feed laws.
  • Proper registration ensures that medicated feeds meet safety, efficacy, and labeling standards.

Legal Authority and Adoption

  • The reclassification order was officially adopted on May 18, 1994, signed by Director Romeo N. Alcasid, underscoring the authority of the Department of Agriculture and Department of Health in regulating animal feeds.
