Reapportionment of Quezon City’s 2nd District
- The Second (2nd) Legislative District of Quezon City is reapportioned to create two (2) additional legislative districts (Section 1).
- The reapportionment creates the following barangays under the Second (2nd) Legislative District: Barangay Bagong Silangan; Barangay Batasan Hills; Barangay Commonwealth; Barangay Holy Spirit; Barangay Payatas (Section 1).
- The reapportionment creates the following barangays under the Fifth (5th) Legislative District: Barangay Bagbag; Barangay Capri; Barangay Greater Lagro; Barangay Gulod; Barangay Kaligayahan; Barangay Nagkaisang Nayon; Barangay North Fairview; Barangay Novaliches Proper; Barangay Pasong Putik Proper; Barangay San Agustin; Barangay San Bartolome; Barangay Santa Lucia; Barangay Santa Monica; Barangay Fairview (Section 1).
- The reapportionment creates the following barangays under the Sixth (6th) Legislative District: Barangay Apolonio Samson; Barangay Baesa; Barangay Balon-Bato; Barangay Culiat; Barangay New Era; Barangay Pasong Tamo; Barangay Sangandaan; Barangay Tandang Sora; Barangay Unang Sigaw; Barangay Sauyo; Barangay Talipapa (Section 1).
- The composition of the current First (1st), Third (3rd) and Fourth (4th) Legislative Districts of Quezon City shall not be affected by the reapportionment (Section 1).
New legislative districts and election timing
- The two additional legislative districts take effect for representation starting in the next national and local elections after the effectivity of this Act (Section 1).
- The barangay assignments among the Second (2nd), Fifth (5th), and Sixth (6th) legislative districts govern the reapportioned district compositions for purposes of the upcoming elections (Section 1).
- The Act’s election-based implementation is anchored to the national and local elections following effectivity (Section 1 and Section 2).
- The Act’s reapportionment plan specifically targets the Second (2nd) Legislative District of Quezon City as the base district for the creation of new districts (Section 1).
Sangguniang Panlungsod seats created
- In line with the reapportionment, six (6) regular Sangguniang Panlungsod members are to be elected in the next national and local elections after the effectivity of the Act (Section 2).
- These six (6) regular Sangguniang Panlungsod members represent each of the Fifth (5th) and Sixth (6th) Legislative Districts of Quezon City (Section 2).
- The Act therefore establishes electoral representation at the city council level tied to the newly created legislative districts (Section 2).
Incumbency rules for continuity
- The incumbent Representative and Sangguniang Panlungsod members of the Second (2nd) Legislative District of Quezon City continue to hold office until the new Representatives and Sangguniang Panlungsod members have been elected and qualified (Section 3).
Implementation by the Commission on Elections
- The Commission on Elections must issue the necessary rules and regulations to implement Republic Act No. 10170 (Section 4).
Repeal of inconsistent laws; effectivity
- All laws, rules, and regulations inconsistent with Republic Act No. 10170 are repealed, amended, or modified accordingly (Section 5).
- The Act’s effectivity is fifteen (15) days after its publication in any newspaper of general circulation (Section 6).
